Essential System Services Procurement

The ISO is seeking proposals for Essential Systems Services (ESS) in the North-West Interconnected System (NWIS), for the following services:

•            Frequency Control Essential System Services

•            Spinning Reserve Essential System Services (Base)

•            Spinning Reserve Essential System Services (Supplementary)

Flexible approach to Spinning Reserve Essential System Services

The ISO has published a Draft Determination in accordance with Rule 212(1)(b), outlining it proposes to take a more flexible approach to the procurement of Spinning Reserve Essential System Services (SRESS).

The ISO proposes to procure a level of Base SRESS sufficient to cover most operating conditions, and then dynamically enable additional machines under a Supplementary SRESS service when circumstances require.

The ISO is following an expedited consultation process for this Draft Determination, as outlined in Appendix 1 of the Rules.

Rule A1.3(b) – the Decision maker must then Publish, on its website and in any other way the Decision maker considers appropriate — (i) the draft Decision; and (ii) a notice inviting written submissions and comments on the draft Decision, within a period (at least 15 Business Days) stated in the notice.
Final Decision Published By 31 May 2024 Rule A1.3(c)– the Decision maker must, within 20 Business Days after the end of the period allowed for making submissions and comments on the draft Decision, consider all submissions and comments made within the time allowed (and may consider any other material including any late submission) and make its final Decision.

Invitation for Submissions

The ISO is inviting stakeholders to comment on this Draft Determination on the flexible approach to SRESS.

Public consultation is an important part of the ISO’s transparent decision-making process. All submissions received will be taken into account in decision-making.

Submissions received will be published on the ISO’s website. If a submission contains confidential information, it should be clearly identified in the submission.
