Essential System Services Procurement

The Pilbara ISOCo (ISO) is required to procure both frequency control (FCESS) and spinning reserve essential system services (SRESS) under Subchapter 8.1 Pilbara Networks Rules (Rules).

The ISO has now concluded a competitive tender process for the supply of essential system services in the North-West Interconnected System (NWIS) for 2024-25.

In accordance with Rule 200, the ISO conducted a standard consultation process on the proposed ESS providers’ projected costs and experience in providing ESS. Two submissions were received and considered in making the final decision.

Annual Report into the Cost and Effectiveness of Essential System Services in 2023-24

Rule 217 of the Rules requires the ISO to, by 1 June each year, publish a report setting out reasonable details of the cost and effectiveness of arrangements under Subchapter 8.1 {Essential Systems Services} in meeting the ESS objectives set out in Rule 199 of the Rules and suggestions for any improvements.

Flexible approach to Spinning Reserve Essential System Services

The ISO has published its Final Determination that a more flexible approach to the procurement and enablement of Spinning Reserve Essential System Services (SRESS) will better serve the objective in Rule 199(2).

The ISO proposes to procure a level of Base SRESS sufficient to cover most operating conditions. The ISO Control Desk will dynamically enable additional machines under a Supplementary SRESS service according to the process and decision criteria that will be published on ISO’s website.
